This is by design. PRODUCED tours can be viewed (and images downloaded). PUBLISHED tours get the link distributed to the public.
A PRODUCED tour can only be found if you know the ID of the tour, so yes, it can be seen on the internet, but it is not distributed to MLS, etc. until PUBLISHED.ffff
